Project Procurement Manager – CAPEX Position Summary
The Senior Procurement Manager serves as a strategic procurement partner and execution lead for the Integrated Project Office (IPO) at our SSF Site. The IPO, akin to a Project Management Office in other environments, is responsible for the oversight, governance and management of the broader Campus Vision Plan CAPEX Portfolio. Such portfolio consists of a multitude of projects and the IPO is tasked with implementing standards and a cohesive campus-wide structure to ensure each project delivered under the CVP is done so with efficiency while optimizing project performance across the campus.
The Senior Procurement Manager role is designed for a seasoned procurement professional who thrives in high-stakes environments, with specific exposure to Mega Project execution and Master Site Development/Expansion initiatives.
As our campus footprint undergoes a multi-year, multi-billion-dollar transformation, this individual will architect, implement, and manage end-to-end procurement strategies developed in conjunction with the IPO. The successful candidate will collaborate with the IPO and CAPEX Procurement colleagues across a wider portfolio of concurrent capital initiatives, ensuring all equipment, construction services, and design partners are sourced to optimize total cost of ownership, mitigate supply risk or market strain, and leverage the Site’s collective spend profile.
Key Responsibilities- Site Master Plan Strategy: Lead the end-to-end strategic sourcing lifecycle for the Master Site Development program. Formulate and deliver comprehensive sourcing strategies that support complex civil, structural, architectural, and high-tech equipment installations designed to physically reshape the campus footprint.
- Portfolio Capital Support: Provide concurrent procurement execution support across a diverse portfolio of small-to-medium-scale standalone CAPEX projects, balancing competing priorities and optimizing multi-project leverage.
- Contracting & Commercial Structuring: Draft, negotiate, and administer complex, high-value commercial agreements and longer-term framework agreements. Collaborate with Regional and Global counterparts to ensure category strategy alignment.
- Supplier Relationship Management & Market Intelligence: Identify, pre-qualify, and develop a robust supply base capable of delivering infrastructure investments. Monitor macroeconomic indicators, commodity trends, and construction market capacities to insulate projects from cost escalation and delays.
- Risk Mitigation & Compliance: Implement proactive risk management frameworks covering supplier financial health, health & safety compliance, insurance requirements, and schedule bottlenecks. Ensure all activities strictly align with corporate governance, sustainability mandates, and ethical sourcing standards.
- Cross-Functional Stakeholder Integration: Act as a trusted commercial advisor to Project Directors, Engineering Leads, Contracts Managers, Project Controls Leads, and corporate leadership to ensure transparency and strategic alignment across the portfolio.
- Education: Bachelor’s degree in Supply Chain Management, Engineering, Business Administration, Construction Management, or a related quantitative field. An MBA or advanced certification (e.g., CPSM, MCIPS, PMP) is highly desirable.
- Experience: Minimum of 7–10 years of progressive procurement or supply chain experience, with a dedicated focus on Capital Expenditure (CAPEX) sourcing and construction contract management.
- Mega Project Exposure: Proven track record of playing a lead commercial or procurement role in Mega Projects ($100M+ in capital value) or complex Master Site Developments (brownfield or greenfield expansions) that alter an operational site’s layout.
- Contractual Expertise: Advanced mastery of commercial contract law, specifically within engineering, procurement, and construction services. Demonstrated excellence in writing custom scopes, performance metrics, and liquidated damages structures.
- Systems & Tools: Proficiency with enterprise ERP systems (SAP, Oracle) and specialized capital project management software/e-sourcing suites. Advanced data analytical capacity using Excel/BI tools is expected.
- Strategic Negotiation: Ability to navigate complex corporate structures to close high-impact agreements with tier-1 and tier-2 contractors and OEMs.
- Agility & Portfolio Management: Exceptional capability to pivot seamlessly between a singular, high-visibility mega project and a broader portfolio of operational CAPEX needs.
- Influence without Authority: Highly polished communication and interpersonal skills, with a track record of driving change and gaining alignment across matrixed organizational teams.
