This person will join our Kelly FSP (Functional Service Provider) division, a managed solution provider and business unit of Kelly Services, Inc. Position Overview
The Program Manager role is part of the Central Team of Chief Scientific Office. This role is an active in achieving the outcomes for the Central Team. The MedTech Scientific Office Central Team aspires to be the premier hub for best practices, innovative procedures, and cutting-edge technology solutions, empowering franchises to achieve execution readiness and compliance to applicable requirements. We aim to set standards through partnership and continuous improvement, ensuring every franchise can confidently deliver quality and operational excellence.
The Program Manager has a deep understanding medical devices principles including terms associated with EU MDR such as Clinical Evaluation Reports (CERs) as well as external compliance standards. The Program Manager leads end to end project management activities including project plan development, dashboard generation, metrics tracking, risk identification and mitigations, resource planning, and development of communication strategies. Other key responsibilities include the following but not limited to:
Key Responsibilities
  • Communications Strategy & Execution:
    • Guides through collaborative problem solving to deploy innovative solutions and providing leadership across matrix teams
    • Creates a purpose driven environment by working with leaders and employees to prepare the organization for continuous evolution, implementation and realization of strategic initiatives.
    • Leads end-to-end program delivery across business units across Clinical Affairs with partnerships in Regulatory, Clinical, Medical, Safety, IT, and Quality.
    • Supports the management of vendors, contracts, performance but not limited to third-party risks.
    • Crafts and implements communications frameworks and plans to engage employees at all levels, delivering the right message, to the right audience, at the right time, through the most appropriate channels, to ensure clarity, consistency, and accessibility
  • Stakeholder Engagement and Relationship Building:
    • Identify and engage key stakeholders to gain buy-in and support across all levels of organization.
  • Establish Readiness & Measurement Strategies:
    • Provides project management support as needed to key strategic initiatives (e.g. SOP Management, EUDAMED, Library Services, GxP Conversions, Master Service Agreement, AI/Automation for Digital Tools)
    • Defines, maintains, and monitors metrics relevant to Central Team activities and adjacent teams/functions providing real-time progress tracking and visibility of risks and risk mitigations.
    • Develops methods to measure the effectiveness of change programs and overall impact on performance including ROI (return-on-investment analysis)
  • Change Impact Identification, Needs Assessment, and Change Readiness Strategy
    • Provides change management expertise to support and execute procedural and workflow changes.
    • Identify the significant changes resulting from strategic imperatives across the ecosystem to drive implementation and translate insights into a comprehensive engagement strategy to prepare employees effectively.
    • Creates and implements change strategies and plans that align with organizational and program objectives, addressing the anticipated impacts on stakeholders and devising strategic initiatives to ensure smooth transitions.
Required Skills

Change Management: Strong knowledge of change management frameworks principles, and methodologies.
Performance Consulting: Proven experience in performance consulting to identify gaps and recommend solutions.
Project Management: Proven ability to manage multiple projects simultaneously and deliver on-time results.
Analytical Skills: Ability to analyze data to inform and improve team effectiveness.
Communication: Exceptional verbal and written communication skills, with the ability to present complex information clearly.
Influence: Strong interpersonal skills that allow for effective collaboration with stakeholders at all levels.

Experience & Education
Bachelor’s degree in Business Administration, Communications, or a related field required; Masters preferred.
8+ years of experience in large scale, cross-functional transformation programs within a global or highly matrixed organization, change management
Medical device or EUMDR required.
Demonstrated experience standing up and leading PMO frameworks, performance dashboards
Experience in leading teams and external partners required.
Proven experience in managing complex projects and leading cross-functional teams required.
Stakeholder influence skills; ability to manage ambiguity, and drive detail-level accountability.
Excellent communication, presentation, and interpersonal skills, with the ability to influence at all levels of the organization required.
Experience working inside R&D organization preferred.
Strong Microsoft Project experience.
Certification in change management (e.g., Prosci, ACMP, PMP, Six Sigma) is a plus.
